Vernon Watering Restrictions: Stage 3 Stays On This Fall, So Here's How to Care for Your Lawn

Vernon is still on Stage 3 water restrictions on October 1. Under Stage 3, no lawn watering is allowed at all, on any day. Greater Vernon Water said on September 17 that Stage 3 will stay in place as the season winds down. Gardens, shrubs and trees can still get water by hand or drip, from 7 p.m. to 10 a.m. Your lawn has to ride it out until the rules change.
Who sets the watering rules in Vernon?
The City of Vernon doesn't run your water. The Regional District of North Okanagan does, through Greater Vernon Water. It draws from two sources: Kalamalka Lake and Duteau Creek.
The rules apply to you if you're on Greater Vernon Water and live in:
- the City of Vernon
- the District of Coldstream
- Electoral Area B, C or D
- the parts of Spallumcheen served by Greater Vernon Water
On a private well that isn't hooked up to the system? Then these rules don't cover you. The RDNO still asks you to save water.
The base rules come from the Water Use Regulation Bylaw No. 2545. The stages sit on top of it.
Why is Stage 3 still on in October?
This was a dry year. Much of Vernon's water starts as mountain snow. It melts and fills Duteau and Kalamalka Lake. This year the snowpack was low. Rain was low last fall and this spring too.
Stage 2 started May 7. Stage 3 followed on June 4, with a goal of cutting water use by about half.
On September 17, the RDNO thanked residents. Together, water users beat the savings goal and avoided stricter rules. But both sources are still "well below historic averages." Drought forecasts also point to more trouble in 2027. So Stage 3 stays, to keep water for emergencies and to start next year in better shape.

Can I water my lawn in Vernon right now?
No. The Stage 3 notice says it plainly: "No lawn watering is permitted." That means no sprinkler, no timer and no hose on the grass. It doesn't matter if your address is odd or even.
A few other Stage 3 rules touch the yard:
- No washing driveways or patios just to make them look nice.
- No filling pools, hot tubs, ponds or water features.
- Pool top ups are fine, up to 1% of the volume (about 2 cm) a week.
- Sprinklers and soaker hoses can't be used anywhere in the yard.
Stage 3 is enforced. The FAQ says breaking the rules can bring warnings, fines, or even having your water shut off.
What can I still water under Stage 3?
Plants you'd lose for good still get some water. All of it goes on between 7 p.m. and 10 a.m. Use a micro jet, drip line or hand watering.

The RDNO also suggests storing rainwater for gardens during restrictions and dry spells. A rain barrel under the downspout helps your beds get through.
Why are the golf courses still green?
It's a fair question. Vernon's golf courses use reclaimed water from the Vernon Water Reclamation Centre. It doesn't come out of the drinking water supply.
Will my brown lawn come back?
Yes, it should. The RDNO says brown lawns "are only dormant and will come back when conditions improve." Going dormant pushes grass to grow deeper roots. That makes the lawn tougher next time.
Fall helps. Environment Canada's climate normals for Vernon Bella Vista show about 29 mm of rain and snow in August. That climbs to about 35 mm in October and about 48 mm in November, the wettest month of the year. The whole year brings only about 428 mm, so Vernon stays dry. Still, the cooler, wetter weeks give a dormant lawn its chance.
Some yards struggle more than others. Parts of the Foothills have slopes over 30% grade, and water runs off before it soaks in. Near Swan Lake, old lake clay drains slowly. So two lawns on the same street can look very different by fall.
How should I mow a dry lawn in Vernon?
A dormant lawn barely grows. It needs fewer cuts, but it still needs care. The RDNO's grasscycling tips fit a dry fall well:
- Keep it long. Leave the lawn at least 6 cm (2.5 inches) tall. Longer grass grows a healthier root system.
- Keep the blade sharp. A dull blade tears dry grass. Our post on sharp mower blades shows why that matters.
- Leave short clippings. Clippings under 2.5 cm (1 inch) break down faster. Our guide to leaving grass clippings covers the how.
- Mow late in the day, when it's dry. The clippings spread out and settle overnight.
Skip the cut when the grass hasn't grown. A short, crunchy lawn doesn't need a mower going over it. Once fall rain greens it up, growth picks up again. Our FAQ on how often to mow in Canada helps you set the pace.
After a cut, sweep clippings off the driveway with a broom. Hosing them off counts as washing outdoor surfaces, and Stage 3 doesn't allow it.
What are the rules when Stage 3 ends?
Greater Vernon Water has rules all year, even in a wet year. Outdoor lawn and garden watering is only allowed from 7 p.m. to 10 a.m. Hand watering with a can or a shut-off nozzle is the exception.
At the normal stage, lawns can get water up to 3 days a week:
- Odd addresses: Tuesday, Thursday and Saturday.
- Even addresses: Wednesday, Friday and Sunday.
The RDNO says most lawns only need water once or twice a week. Its best time to water is 10 p.m. to 6 a.m., when less water is lost to heat and sun.
Don't jump ahead, though. Stage 3 is the rule until the RDNO says it's over. If things get worse, Stage 4 could end outdoor water use entirely.

What day can I water when restrictions go back to normal?
At the normal stage, odd addresses water on Tuesday, Thursday and Saturday. Even addresses water on Wednesday, Friday and Sunday. Watering is only allowed from 7 p.m. to 10 a.m. all year.
