Penticton Watering Restrictions: Stage 2 Runs Into Fall, So Here's How to Water and Mow Your Lawn

Penticton is still on Stage 2 water restrictions on October 1. Odd addresses can water lawns on Tuesday and Saturday. Even addresses can water on Wednesday and Sunday. Timers run from 12:01 a.m. to 6 a.m. Hose sprinklers run 6 to 10 a.m. or 6 to 10 p.m. Hand watering is fine any time. The City says Stage 2 stays until further notice.
Why is Penticton still on Stage 2 in October?
Most years, Penticton's watering rules run from May 1 to August 31. Then they ease off. Not this year.
Stage 2 started on May 1 because of early drought. The City lists the reasons on its water page:
- Low snowpack last winter.
- Low levels in Okanagan Lake and the watershed reservoirs.
- Far less rain and snow than normal.
Penticton was hit hardest of all. The area got less than 30% of its normal rain and snow this year. Okanagan Lake took in only about a third of its normal spring water. On July 1, the lake sat at its lowest level for that date since 1992.
That matters because City water comes from Okanagan Lake and Penticton Creek. So the City says Stage 2 "will continue until further notice." No end date is posted yet.
Which days can I water my lawn in Penticton?
It depends on your street address. Here's the Stage 2 schedule:

Monday, Thursday and Friday are off for everyone with a sprinkler.
Live in a townhouse or condo? Use the street address, not your unit number. Mobile home parks zoned RSM are the one case where you use your unit number.
What times can sprinklers run?
The City splits sprinklers into two kinds:
- Automatic systems run on a timer or controller. Most in-ground systems count. They can run from 12:01 a.m. to 6 a.m. on your days.
- Manual sprinklers sit on the end of a hose, and you turn them on and off. They can run from 6 to 10 a.m. or 6 to 10 p.m. on your days.
- Hand watering with a hose, can or bucket is fine any day, any time. You have to be holding it, though.
How much water does my lawn need this fall?
Less than most people think. The City says a healthy lawn needs only 2.5 cm (1 inch) of water a week. Water deeply and less often. That pushes roots down and helps grass handle dry spells.
Two simple tests come straight from the City's tips:
- The step test. Walk on the grass. If the blades spring back up, wait to water.
- The tuna can test. Mark 2.5 cm (1 inch) on an empty tuna can. Set it where the sprinkler hits. When the water reaches the mark, shut it off.
The City also says to adjust your sprinkler timer as the weather cools in fall. Cool nights mean the lawn loses less water. A quick change saves water.
Skip misting and oscillating sprinklers if you can. Fine spray dries up before it soaks in. Don't water on windy days, either.
Is my yard harder to water than my neighbour's?
It might be. Penticton has steep slopes and silt bluffs inside city limits. Hillside areas like Upper Wiltse, Columbia Heights and Sendero Canyon have plenty of sloped yards.
On a slope, water can run off before it soaks in. Two shorter runs in the same window often work better than one long one. Watch where the water goes the first time.
The climate makes it tougher too. Environment Canada's normals for Penticton show only about 346 mm of rain and snow in a whole year. September and October each bring about 25 mm. Fall won't refill a dry lawn on its own.
What if I break the rules?
The rules come from the City's Irrigation, Sewer and Water Bylaw. It sets fines for watering on the wrong day or at the wrong time. The fines go up with each stage. If someone keeps breaking the rules, the fine can be charged every day.
The City's goal is people following the rules on their own. Bylaw officers step in when they need to. You can report water waste by email to bylaw@penticton.ca.

Could Penticton move to Stage 3?
Yes. The goal for Stage 2 is to use 20% less water. June numbers showed Penticton saved about 13%. The City says if the target isn't met and the drought goes on, Stage 3 could follow.
Here's what each stage means for lawns:
- Stage 1 (normal): odd addresses Tuesday, Thursday and Saturday. Even addresses Wednesday, Friday and Sunday. No watering on Mondays.
- Stage 2 (now): odd Tuesday and Saturday, even Wednesday and Sunday.
- Stage 3: one day a week. Odd addresses Tuesday only, even Wednesday only.
- Stage 4: no lawn watering at all.

How should I mow a dry Penticton lawn?
Mowing tall is the easiest way to save water. The City says to keep your lawn above about 6 cm (2.5 inches). Longer grass shades its roots and holds more water.
- Cut no more than the top third of the grass at one time.
- Leave the clippings. They act like mulch and help the soil hold water. Our post on leaving grass clippings explains how.
- Skip a week if the grass hasn't grown. A dry lawn grows slowly.
- Mow between 7 a.m. and 10 p.m. The Good Neighbour Bylaw bans motorized lawn tools outside those hours.
