Spruce Grove Long Grass Rules Explained: The 15 cm Limit, Boulevards and Fines

In Spruce Grove, grass and weeds can't grow taller than 15 cm (about 6 inches). Anything taller counts as a nuisance under the Community Standards Bylaw, C-1312-24. The same 15 cm limit covers the grass boulevard in front of your home. Break the rule and the City can warn you, order you to fix it, or fine you. Fines start at 250 dollars.
What does the Spruce Grove grass bylaw say?
The rule lives in the Community Standards Bylaw, C-1312-24. It took effect on July 1, 2024. It replaced the old Nuisances, Unsightly and Untidy Property Bylaw, C-909-15. So if a neighbour quotes that old bylaw, it's gone.
The new bylaw lists things that count as a nuisance. One of them is grass or weeds higher than 15 centimetres. Section 9.1 then says you can't cause or allow a nuisance on property you own or occupy.
A few points are easy to miss:
- Owners and occupants: the bylaw says "own or occupy," so renters are covered too.
- Grass and weeds: the 15 cm limit is the same for both.
- Noxious weeds: the City says you must also control weeds listed in Alberta's Weed Control Regulation.
- The alley: the City asks owners to keep the alley beside their lot tidy too.

Do you have to mow the boulevard in Spruce Grove?
Yes. The City says residents weed and mow the grass boulevard in front of their property. On a corner lot, you also mow the side boulevard, right to the curb.
Section 10.2 of the bylaw spells it out. You keep boulevard grass at 15 cm or less. You also clear fallen leaves and other debris off it. The one exception is a boulevard along an arterial road.
That leaf line matters right now. A strip of wet leaves on the boulevard isn't just messy in October. Under the bylaw, it's part of your upkeep. Rake or blow it back onto your lawn when you do the yard.
Is a naturalized yard allowed in Spruce Grove?
Yes, since July 1, 2024. A naturalized yard is exempt from the 15 cm rule. But it has to be the real thing.
The bylaw defines it as plants native to the Spruce Grove area, grown to look like nature. It can't contain any noxious weeds. And a Peace Officer decides whether your yard qualifies.
The City puts the difference plainly. A naturalized yard is planned and still needs some upkeep. An unkept yard shows neglect, like overgrown grass and weeds left to spread. A lawn you stopped mowing in August is not a naturalized yard.

What happens if your grass is too long in Spruce Grove?
Enforcement Services handles it. The City says breaking community standards can lead to:
- A warning. Often the first step.
- An order. A written order to fix the problem. The bylaw issues orders under sections 545 and 546 of Alberta's Municipal Government Act.
- A fine. Fines for community standards start at 250 dollars.
How much is the fine for long grass?
The bylaw's fine schedule doesn't list a special amount for the nuisance section. So the general amounts in section 14.1 apply, as we read it:

There's a catch in section 16.1. Each day, or part of a day, that a problem goes on can count as a new offence. A lawn left long for weeks can add up fast.
How do you report long grass in Spruce Grove?

Before you call, try a friendly word over the fence. Your neighbour may be away, sick or short a mower. A quick chat often fixes it faster than a ticket.
Can you pile up grass clippings and leaves?
Not too much. Section 9.5 says you can't let yard waste build up so much that it becomes a nuisance. That includes grass, tree and hedge cuttings, and leaves.
Here's how to get rid of it the City's way:
- Green cart: yard waste goes in your green organics cart. Use certified compostable bags only, never plastic.
- Extra organics weeks: October 5 to 9 and November 3 to 6, 2026. Set out extra yard waste in brown paper lawn and yard waste bags on your regular day.
- Other weeks: only what fits in the cart with the lid closed gets picked up.
- Weekly pickup ends: the week of November 10 to 13, 2026. After that, it's monthly until April.
- Eco Centre: 50 Diamond Ave takes up to 3 cubic metres of organic waste at no charge. It's open every day, 9 a.m. to 5 p.m.
The City also suggests grass-cycling. That means leaving clippings on the lawn instead of bagging them. Less to haul, and nothing to pile up.

When does Spruce Grove grass grow past 15 cm?
Mostly in June and July. The closest climate station with frost data is Edmonton Stony Plain, about 14 km west. Its average last spring frost is May 14. Its first fall frost averages September 20, for about 128 frost-free days.
July is the wettest month there, with 102.4 mm of rain on average. June gets 80.5 mm. Warm days plus that rain make grass shoot up. Skip two weekly cuts in early July and the back corners can pass 6 inches.
Why can't one cut fix a long lawn?
Iowa State University's extension service says never remove more than one third of the leaf at once. Grass at 15 cm can only come down to about 10 cm in one pass. Getting it back to normal takes two or three cuts, a few days apart. Staying ahead is much easier than catching up.
How do you stay under the limit all season?
- Mow on a set day each week from late May into September.
- Mow the front boulevard, and the side one on a corner lot, every time.
- Walk the alley side and trim along the fence and garage.
- Run mowers and trimmers between 7 a.m. and 10 p.m. Outside those hours, the noise exemption doesn't apply.
- Leave clippings on the lawn when you can.
- Book a backup before summer trips to the lake.
Don't scalp the lawn in a dry spell, either. The City says longer grass shades the soil, so it needs less water. A lawn needs about 2.5 cm of water a week, the City adds. Healthy lawns go brown and dormant in drought, then come back.
Edges are where complaints start. The middle of the lawn looks fine while the fence line and curb strip run long. Good trimming and edging keeps the parts people see tidy.
